Класс FileFieldEditor находится в com.mypluginПакет .rmp.preferences и класс ProcessBuilder находятся в пакете com.myplugin.rmp,

Попробуйте это внутри своего блока try, где вы создаете свой ProcessBuilder:

 IPreferenceStore store = plugin.getPreferenceStore();

 ProcessBuilder pb=new ProcessBuilder(store.getString(PreferenceConstants.P_PATH);
 pb.directory(new File(store.getString(PreferenceConstants.P_PATH1));
 Process p=pb.start();

f1.getStringValue() возвращает значение редактора поля в соответствии с Javadoc.

Чтобы ваш построитель процессов мог получить доступ к полю f1, вы должны иметь доступ к f и f1 в классе, создающем построитель процессов. Для этого вы можете добавить эти поля в конструктор этого класса

    private final FileFieldEditor f;

    private final FileFieldEditor FileFieldEditor f1;

    ProcessBuilder pb=new ProcessBuilder(f.getStringValue());
