Следует использовать

       if(f4.getName().equals("document.xml.rels"))

Редактировать: перечитывая ваш код, я вижу еще одну проблему.

             if(attrs.equals("Target"))

attrs относится к типу Attributes, поэтому это сравнение не может быть верным.
