Я пришел сюда с той же проблемой, и был уверен, что в VS должна быть опция. В итоге я написал быстрый скрипт на python, который работает в фоновом режиме, ищет окно и устанавливает его последнюю позицию. Также необязательно устанавливает его всегда сверху и сохраняет позицию в файле. Надеюсь, выручит кого-то еще.
