Вы уверены, что открыли второй хост? Не должно ли это быть:

    _subscriberServiceHost.AddServiceEndpoint(
            typeof(ISubscriberInterface),
            new NetNamedPipeBinding(),
            "Sub");
    _subscriberServiceHost.Open();

Я угадываю имена, но, наверное, это имя, которое вы дали своей реализации ISubscriberInterface.
