У меня есть div, который можно изменить с помощью CSS.

и далее CSS

div изменяет размер правильно. Я хочу настроить цвет фона ресайзера, но ::-webkit-resizer не работает.

Вы меняете цвет #resize, а не ::-webkit-resizer.
