Можно ли в любом случае запустить синхронизацию данных Azure по запросу через API без использования автоматической синхронизации?

Не уверен ни в каком открытом API, но вот скрипт powershell для ручной синхронизации данных Azure. Он включает в себя создание концентратора, ручное управление и синхронизацию БД, а также добавление триггера вручную.

Вы можете использовать это для создания пользовательских API и запуска его из вашего кода.
