Это решение проблемы еще не выпущено. Многие PR открыты на github относительно проблемы. Но попробуйте это может , это помогает:

npm install -D node-gyp
npm install -D tar@">4.4.7"

Вам необходимо обновить пакет tar до версии 4.4.2 или новее.
