Невозможно удаленно управлять сервером MySQL

Мне нужен удаленный доступ к базе данных mysql (с другого устройства, подключенного к той же сети).Поиск в интернете Я знал, что я должен включить дистанционное управление, но не смог.Как я могу это сделать?

Когда я подключаюсь, после запроса пароля, у меня появляется эта ошибка: ERROR 2003 (HY000): Can't connect to MySQL server on '192.168.1.206' (111). Я пытался следовать некоторым инструкциям, пока вы не прокомментируете bind-address в my.cnf,потому что файл "my.cnf" выглядит так:
