urllib и ошибка «SSL: CERTIFICATE_VERIFY_FAILED» в Windows

Я пишу сценарий для загрузки файла с URL-адреса, используя urllib в Windows, но при выполнении сценария я получаю сообщение об ошибке, так как «ssl.SSLError: [SSL: CERTIFICATE_VERIFY_FAILED] сертификат не прошел проверку».

Я новичок в этом, так что я не знаю, есть много идей, как использовать ssl в urllib для загрузки файла. 

opener = urllib.request.urlopen(url)
print(response.read())
with open("content.zip", 'wb') as output:
      output.write(response.read())
