Но когда я пытаюсь десериализовать вывод JSON и вернуть результаты в мой просмотр с помощью

Я получаю сообщение об ошибке Невозможно десериализовать текущий объект JSON ... потому что для корректной десериализации типа требуется массив JSON (например, [1,2,3]). Чтобы исправить эту ошибку, измените JSON на массив JSON ..., который можно десериализовать из объекта JSON.

Ваш пример ответа - это отдельный объект, а не массив. Я не вижу вашей реализации Учредительного, но предполагаю, что это соответствует этому определению?

В этом случае вы должны иметь возможность десериализовать один результат (а не список), используя:

EmpInfo = JsonConvert.DeserializeObject<Constituent>(json);
