Попробуйте поменять игровые сервисы с

implementation 'com.google.android.gms:play-services-analytics:16.0.0' to 
implementation 'com.google.android.gms:play-services-analytics:15.0.1'

и попробуйте добавить следующие репозитории в проект build.gradle

allprojects {
    repositories {
        google()
        jcenter()
    }
}
