Пользовательские звуки воспроизводятся на переднем плане, но не воспроизводятся в фоновом режиме.

Я добавляю собственный звук для своего приложения. Пользовательский рингтон воспроизводится, когда приложение находится на переднем плане, но пользовательский звук не воспроизводится, когда приложение находится в фоновом режиме.

    Intent intent = new Intent(this, BaseActivity.class);
    intent.addFlags(Intent.FLAG_ACTIVITY_CLEAR_TOP);
