предупреждение

No cmake_minimum_required command is present.

обычно сигнализирует о том, что используется неправильный исходный каталог , и CMakeLists.txt в этом каталоге не должен считаться каталогом верхнего уровня во время конфигурации.

В данном случае вы используете подкаталог src/ в качестве источника, но правильный способ - использовать верхний, C:\Users\Sami\Downloads\libssh-0.8.0.tar\libssh-0.8.0.

Правильный верхний уровень CMakeLists.txt содержит вызов cmake_minimum_required и определяет все переменные, необходимые для CMakeLists.txt в подкаталогах.
