Nuget Catch 22 после миграции проекта VB

Я переносу проект VB с VS 2010 на VS 2017 и получаю следующие ошибки: 

Error occurred while restoring NuGet packages: System.ArgumentException: '$(NETStandardImplicitPackageVersion)' is not a valid version string.
**StackTrace**

и 

'C:\Users\PathToProject\obj\project.assets.json' not found. Run a NuGet package restore to generate this file.

Я могу обойти первую ошибку,отключив восстановление Nuget, как уже упоминалось здесь , но потом я не могу обойти вторую ошибку, которая требует восстановления Nuget или каким-либо другим способом создания project.assets.json

Удалите csproj из раствора и добавьте его снова.Убедитесь, что у вас установлена ​​последняя версия VS 2017 (на момент написания 15.7.2).

Это может произойти, если вы мигрируете в проект в стиле sdk (<Project Sdk="Microsoft.NET.Sdk">), который загружается с использованием классическогоСистема проектов csproj вместо новой системы проектов, специально разработанной для этого типа проекта.

Идентификаторы GUID в решении, а также свойство <TargetFramework> определяют, какая система проекта используется для загрузки csproj.
