Почему мой заголовок ответа Cache-Control имеет максимальный возраст = 0?

Когда я запускаю свой сайт локально, я вижу, что заголовок Cache-Control выводит max-age нуля.Как следствие, CloudFlare не кэширует мой HTML - даже если он кэширует папку /Contents/Images/ArabicWords/* в соответствии с инструкциями.

Мой контроллер украшен 

[OutputCache(Duration = 86400, NoStore = false)]
