Вы имеете в виду 

with open('Cloud Drive⁩/Desktop/chat/RC_2015-01.txt⁩', buffering=1000) as f:

вместо 

with open ('Cloud Drive⁩/Desktop/chat/RC_2015-01.txt⁩' (buffering=1000)) as f:

То, что вы имели, не является допустимым синтаксисом.
