Ошибка при создании TPU: «не может быть меньше существующей версии политики»

Я пытаюсь создать TPU с помощью консоли G C: 

ctpu up --name=daniels-tpu --zone=us-central1-b --tpu-size=v3-8 --tf-version=1.15 --tpu-only -noconf --require-permissions

и получаю следующую ошибку:

Мне удалось успешно создать экземпляр TPU с помощью той же команды. Вы пытались использовать другую зону ? Я также нашел ветку , которая, на мой взгляд, может быть очень полезной.
