Похоже, что App Engine не поддерживает mmap, что неудивительно.Вы можете попробовать использовать один из других флагов следующим образом:

import pygeoip
gi = pygeoip.GeoIP('GeoIP.dat', flags=pygeoip.const.MEMORY_CACHE)
Location = gi.country_code_by_addr(self.request.remote_addr)

Попробуйте заменить MEMORY_CACHE на STANDARD, если это также не работает.

Это, похоже, специфично для GAE и исправлено в pygeoip 0.2.7. MMAP_CACHE теперь выдаст предупреждение, если модуль mmap не может быть импортирован и откат к MEMORY_CACHE.
