1. Отдельно загрузите файлы JAR, для которых происходит тайм-аут чтения.В этом случае скачайте com.google.gwt.eclipse.sdkbundle.2.0.3_2.0.3.v201002191036.jar.com.google.appengine.eclipse.sdkbundle.1.3.3_1.3.3.v201004231111.jar.

   Использование вышеуказанного URL.Примечание: обе банки имеют размер более 80 МБ и требуют времени для загрузки.

2. Скопируйте банки в папку плагинов eclipse

3. Возобновите установку плагина один разснова.

Это сработало для меня.

Вы получаете тайм-ауты при загрузке.Есть ли проблемы с прокси или брандмауэрами?В данный момент подключение к Интернету может быть сильно загружено, поэтому лучше всего повторить попытку позже.

Если ничего из этого не помогло, вы можете попробовать изменить настройку тайм-аута в файле eclipse.ini;

-Dorg.eclipse.ecf.provider.filetransfer.retrieve.closeTimeout = 3000

-Dorg.eclipse.ecf.provider.filetransfer.retrieve.readTimeout = 3000
