Перенаправление привязки сборки не происходит, <bindingRedirect>игнорируется

То же приложение ASP.net WebAPI работает в моей локальной среде, а также в среде pre-prod. Web.config в обеих средах идентичен, за исключением строк подключения.

В моем локальном окружении for System.Web.Http работает нормально, а приложение загружается нормально. Но кажется, что связыватель / загрузчик игнорирует элемент в среде pre-prod.

Не могу работатьпочему ссылка на пост политики не меняется, несмотря на то, что в файле web.config имеется привязка Ridirect для точно такого же имени сборки, языка и publicKeyTokenНет даже записи в журнале, говорящей « Redirect Found » Вот элемент <dependentAssembly> из web.config:

Я исследовал файлы machine.config и Framework64 \ config \ web.config как в среде, так и вЯ не могу определить какие-либо существенные различия.

Почему связыватель / загрузчик не находит (или игнорирует) директиву в файле web.config в среде pre-prod?

РЕДАКТИРОВАТЬ 2 : Развертывание в PreProd является копиейразвертывание. Я также попытался пропустить публикацию и скопировать дословный каталог моего локального приложения IIS wwwroot (включая каталог / bin) в pre-prod env, но безрезультатно.
