Если я правильно понимаю, вы пытаетесь передать DLL-файлы компоновщику.Вы не можете связать DLL напрямую таким способом.Вам понадобится библиотека импорта для связи с вашей DLL.Скорее всего, ваша сборка Allegro уже поставляется с такой библиотекой импорта.

Кроме того, рассмотрите возможность использования цели библиотеки IMPORTED для более современного подхода для представления библиотеки Allegro в вашей сборке CMake.Например:

add_library(Allegro SHARED IMPORTED)
set_target_properties(Allegro PROPERTIES
    IMPORTED_LOCATION "${DEPENDENCIES_DIR}/allegro/bin/allegro.dll"
    IMPORTED_IMPLIB "${DEPENDENCIES_DIR}/allegro/lib/allegro.lib"
    INTERFACE_INCLUDE_DIRECTORIES "${DEPENDENCIES_DIR}/allegro/include"
)

и затем вы просто используете его как

target_link_libraries(core … Allegro)
